  Open the Group Policy Editor. Click the "Start" button. (If you're using Windows XP, select "Run" to open the Run command prompt.) Enter "gpedit.msc" in the "Search" box (for Windows 7 and Vista), or in the Run command prompt (for Windows XP).

  Open the "User Configuration" node in the left-side window panel. Open the "Windows Settings" node in the left-side window panel. Open the "Internet Explorer Maintenance" node in the left-side window panel. Select the "URLs" folder in the left-side window panel. Double-click on the "Important URLs" folder in the right-side window panel. A dialog box will open up.

  Check the box next to "Custom Home Page URL." When the box is checked, the homepage URL field box should no longer be grayed out. Type the full Web page URL you would like to set as the group policy homepage in the homepage URL field box.

  Click "OK" to apply the policy. This group policy setting works to set a default homepage for all users, but it does not prevent users from changing the homepage setting through the Internet Options dialog box.
